Rayol John Augustus, Ph.D.

Rayol J. Augustus is the President of   AUSTIN SYSTEMS INC., Maryland, USA,  which he founded in July 2000.  He Co-founded Austin Systems (India) Private Limited, Bangalore, India in May 2000.  From September 1994 to December 1998 he was on a diplomatic assignment at the Embassy of India, Washington DC, as the ADVISOR  ( Defense Technology) to the Ministry of Defense, Government of India.  He was responsible for monitoring of all Indo-US Defense Technology Projects and Technology Transfer and represented  the 53 labs of India’s Defense R&D Organization .  He established extensive Indo-US technology interaction & relations  and  facilitated extensive  Indo-US defense technology business. Prior to this he was a senior scientist  in flight simulation and Director II with the  Aeronautical Development Establishment, Ministry of Defense, Bangalore, India.

       His academic qualification include a BSc. in Physics, Bachelors Degree in Aeronautical Engineering  from MIT, Madras, Dip. in Business Administration, Diplome de Specilaization (ENSAE), MS(Aerospace), ENSAE, Toulouse, France and a Ph.D from PWU, USA in Technology Transfer (International Relations ).

Though a specialist in simulation and modelling, Dr. Augustus has  extensive experience in the management of Indo-US technology cooperation program on the Indian  Light Combat Aircraft for Technology Transfer including Operation  of  the  Letter  of  Offer  and  Acceptance  account  for Foreign Military Sales (FMS) .  He was responsible for coordinating all aircraft technology interaction between Indian  and  US government labs.  

As the head of the Defense Technology Wing, Embassy of India, Washington DC , he was responsible for

1.    Monitoring  progress of defense technology exchanges in the agreed Indo-US   'Mission Areas of Cooperation'.

2.    Monitoring   the  progress  of  the  Software / Hardware development and  integration of the Indian LCA program at Lockheed Martin, Binghampton, NY , USA. 

3.  Interacting with US government & private agencies and US defense industry  to  promote an exchange of technology  relevant to DRDO. 

4.  Serving as a  window in the USA for the US Government, US defense industry and   the Indian defense R&D, and other  associated defense agencies

5.  'Technology scouting' and promotion of US industry partnerships in high technology   with Indian labs, establishments and industry.

  His experience includes Participation in the Indo-US Programs such as :

1.      Serving as coordinator of Indo-US Technology Advisory Group (TAG)  between India and the US  

2.     Member of the Indian Defense team for evaluating / reviewing  memorandum of   understanding between India and the United States on export licensing issues.

3.      Member of the three Indo-US Joint Technology Group (JTG) for Indo-US technology transfer and Defense Cooperation (1995, 1996,1998)

4.     Responsible for all liaison  between Indian Laboratories / establishments and US industries for  technology development and transfer . (Sept 94 – Dec 1998)

5.    Technical Adviser to the Indian Ambassador to the US during yearly visits to US Pacific Command (PACOM) and Central Command (CENTCOM) towards furthering Indo-US   Defense relations.

 TECHNICAL / SCIENTIFIC CONTRIBUTIONS : 

He has authored several classified and unclassified technical defense reports and papers. Participated and presented papers in several national and International conferences. 

Dr. Augustus lives in Maryland with his wife Prof. Meena Augustus and his daughter and son.
